Management quota seats in think it has anything to do with your pgcet as moreover management quota seats are for direct admission. In colleges.mostly 15% and in some cases 20% seats are reserved for management quota so yes you can ask the College management for admissions. If you fulfill there criteria then you will be granted admission.

General cutoff for M.E in Gate 2019 was 22.7 for sc category while in 2018 it was 23.1 for sc category.

Dear aspirant,
Usually Gate qualified IIT Mtech students are recruited by private companies and foreign companies like Indian oil, Shell,BHEL,GEIL,HPCL etc etc the list goes on and on. Yes a gate qualified candidate in any field related to communication systems can easily get a job in BSNL. The issue with governement jobs is that it's limoted number and there are reservations. If you are a general class candidate, it may be a bit hard for you.
