there is no robotics paper in GATE. there is a total of  24 disciplines listed in the link- https://en.wikipedia.org/wiki/Graduate_Aptitude_Test_in_Engineering . go through them. if you want to study particularly robotics then you have to appear for mechanical engineering and then look for colleges which teach robotics. or you can write xe paper too. you can contact the help desk of gate to know better.

If you have completed your B.tech in instrumentation so if you wan't to go for Computer Science in M.tech then you have to go for gate in Computer Science.

See the branch in M.Tech doesn't depends on the the branch in B.Tech,if you are going for higher studies then you should be having a good interest towards your field.

So yes you can go for mtech in CS.

Yes of course you can go through robotics in M.tech after completing your B.tech in Civil engg .But there are very few Institutes which offers you the robotics course in India.
Some of them namely are:-

IIT(Delhi,Kanpur,Chennai,Mumbai,Kharagpur,Guwahati,Roo rkee)
Jadavpur University
SRM university
PSG college of technology
Birla Institute of Technology and Science

Prepare well for GATE so that you can get selected in IIT's,NIT's or other such good Institutes.Some of the deemed Universities offers a seat through a separate entrance test conducted by them.

As you are doing M.Tech then I can assume that you have basic knowledge of C and C++.

Now for job purpose, I'll suggest you to study Python as it's easy and more functionable than other languages. Try to have a command on JAVA script and PHP as well.
