My TNEA cutoff is 174.9 in CBSE board, will i be able to get a seat in PSG itech for mechanical engg?

No, im sorry buddy. PSG is a highly reputed college and needs a highest cutoff of around 195-200 for securing seat in this college.

A cutoff of 174.9 is not enough.

Firstly let me tell you that 17k is a decent rank in JEE Main.

Now sliding of branch is normally based on Vacant Seats after all the rounds of counselling. 

Also one can not be sure of getting a branch change.
