According to your percentile, your expected will be about 60k.
Because you are from obc category, there is little bit chance.
For general category, you have to be under 25k to be in the safe zone,

Without a thought, Dual-Degree is a better option as compared to just B.Tech. B.Tech + M.Tech takes 6 years where Dual-Degree program gives you both degrees in 5 years span. IIT Buvneshwar ranks at number 9 whereas IIT Dhanbad ranks at number 19. So, by these 2 points

According to 2018 cutoffs, for general category students, the closing rank for five year integrated b.tech+m.tech in Mechanical engineering at IIT BHU for General category students was 4648. So, if we consider last year cutoffs, you have high chances of getting B.tech+M.tech in Mechanical engineering.

As per the previous years cutoff you can surely get seat in Gcet with the branches you mentioned .
