The cut off marks for OBC category is 40th percentile IN NEET,  which comes to about 96 to 118 marks. 

But this is just to be eligible for the counselling. To actually get a seat in a good government college, you need to score more marks.

In accordance to your rank you may get non clinical subjects in reputed colleges like Manipal, Amrita, SRM. But if you go for clinical subjects like Medicine you need to go for lesser known private colleges.

I would recommend doing pathology from Manipal which is within your budget too.
