Sorry to say but you have extremely low chances of getting a seat in private medical college at this rank as per the previous years cutoff . You may try for management quota seats though.

MPC started from 28th may , after the completion of MPC,BIPC counselling will start!Most probably counselling will be help in last week of June
You will get but not in the 1st counselling. By 3rd counselling you may get a seat in NBMC or Malda.

You have to confirm this with the college department regarding their refund policies. As not everyone have the refund policy so better confirm with the college.
Yes its possible and it happens most of the time. If the above rankers do not join the college they are alloted, than you will get to upgrade your college.
