15% seats in All Government medical colleges are reserved for all India students. In 2017, Telangana and Andhra pradesh did not participated in AIQ Counselling. This year these two states are also participating in 15% AIQ Counselling.

Also, under 15% AIQ there is reservation of seats for reserved categories.

you cannot apply for govt college in any other state if you dont have domecile, however you can apply for private or deemed colleges which conduct own counselling.Management quota is easiest way if you can afford to pay donation.

Annual fee of Index Medical College Hospital and Research Centre, Indore is around 6,25,000 for  State quota seats.

LN Medical College and research centre, Bhopal is around 7,00,000

Based upon your score in NEET 2018, and the previous year cutoff, chances are less for admission to Government Medical Colleges under All India Quota.
