there are some ways you can change your subject

try looking for other colleges .look if any left

there are some colleges which provide an alternative method to change your stream .after completing your first year ,the college provide an option to change you stream. please ask some professors or visit deans office of your college to ask about it .

third way is to wait for another year which would not be a very good option

As your rank is 14828, with this AP eamcet rank and being OBC NCL category you can get seat in JNTUH but whether you will get CSE branch or not it is difficult to say. It depends upon cut off of the college. Cutoff depends upon number of candidates appeared and qualified in exam, difficulty level of exam, previous year's cut off and availability of seats etc.

2019 cut off APeamcet for JNTUH is as follows

Chemical engineering

general ou 7964,UR - 4070

, BC -A 15365, SC 24338, ST 16178

Computer Science engineering

According to the category rank you have mentioned in the question you cannot get any of the NITs or IIITs or good GFTIs even after considering your Home state quota as per previous year's cut-offs because there is no IIIT in Telangana state. But yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.

Note that the cut-offs are bound to change every year depending upon various factors.

The exam will be conducted as per schedule that is The medical entrance test - National Eligibility cum Entrance Test (NEET) will be conducted on September 13, 2020. The Supreme Court (SC) declined the petition filed by the parents of students residing in the Middle East seeking NEET 2020 exam centres overseas amid COVID-19 pandemic. There is no way that the exams will be postponed anymore.
