The cut off for admission in government colleges in Delhi under the State quota for the OBC category in the previous year 2018 was a rank of 17509 and  a score of 511 marks. The cut off changes each year due to several factors like level of difficulty or level of Competition etc. This year as the paper was easier the cut off based on marks will be higher than before. Consider your rank, and the previous year last rank to have a fair estimate of chance of Admission here. You can use the link below to check the previous year trends.

see 85% of seats are reserve for domicile candidate, and you need to fight for remaining 15% of seats of all india quota to get admission in other state.

cutoff are different for different state and differs from college to colleges.

As per your question, I would say that web counseling is nothing but the aiq counseling which is held after neet result are declared. 

Web counseling is the aiq counseling to all medical college of different states, central and deemed universities through 15% reservation. Every medical college have reservations of 15% seats for aiq. 

Getting seat based aiq counseling depends on students to seat ratio, cut off , your rank, category, college etc.

The Medical Council of India (MCI) has denied permission to three newly set up medical colleges in Jharkhand, at Palamu, Hazaribagh and Dumka, to start academic sessions from 2019, citing faculty deficiency.

The state government had sought permission to start classes for 50 MBBS seats in each of the three medical colleges from the current session.

In the list released by the MCI for availability of MBBS seats in medical colleges across country, names of these three from Jharkhand are missing.

At present, the three medical colleges have only caretaker principals in the name of college administrator as well as faculty member.

If you're looking for another course in another university, then there would in all likelihood be no problem atleast during the stage of online counselling. However, if you're looking for a course in the same university then you have to check with the admission guidelines of the particular university whether they are okay with it. You haven't mentioned about the university you are talking about.
