While choice filling of colleges the only thing which is necessary is to save all your options as soon as you choose them so that even though if choice lock option is not available , all your choices would be saved and gets locked as the time period or deadline gets over.
So dont worry and fill your choices of college and save them as soon as you choose them.

26 th August and 17 th September 2019 respectively.

As per your requirement, i would say that you can only get the security fee back which you must have given during the registration and gettinh into a college. But if you have already paid the whole amount in your college during admission then you won't get bavk the amount but you will get back the security fee.
To get the wholr amount back, then it will depend on rules and regulations of the college depending on which norms it follows. So check all rules and then contact the administration of mcc for refund of money.
Hey! The third and last round of counselling is mop up round. The Directorate General of Health Services (DGHS) on behalf of Medical Counselling Committee (MCC) has started the registration for mop-up round NEET 2019 counselling on August 13. The Mop-up round counselling is conducted for admission on seats which have remained vacant after the two rounds of NEET All-India Quota counselling and State Quota counselling.

Coming to your question I would like to tell you that the mop up round is like the spot round which is conducted by the counseling committee for the left over seats in the colleges , so according to my opinion if you haven't got any seat than you must go for the mop up round.
