If you have domocile of Maharashtra then you may get some decent colleges but ig you're applying for all India Quota then you can only get below average ranked colleges with this rank. You can check previous year cutoffs of colleges of Maharashtra by going through the link given below.

Yes you can get admission into any state while belonging to other state. Every state have 15% seats reserved for other state students however it's cutoffs are slightly higher than that of state level seats. If you belong to general category then you can only get private colleges with these
