As per the college website, The Fee Structure at KPC Medical College & Hospitals, Jadavpur for students to be admitted in MBBS Course in 2018-2019 session are as below:
1.Government Quota : Rs 93,000/- per semester (There are 9 semesters)
2.Management Quota : Total Course Fees: Rs. 33,75,000/-

As far as last year merit list is concerned, the last all India rank for which government medical College alloted was around 10300-10400 AIR.
I would like to suggest you to sit for state counselling as well because there your chances of getting a government medical college might
Absolutely NO. You cannot get admission into government medical colleges of Kerala with 142 marks even if you come under ST category. You can try for Deemed universities for medical and dental colleges if you can afford the fees.
Or even drop isn't a bad option provided you study harder

With your Rank it will be quite difficult to get into medical colleges in Delhi as each and every college in Delhi holds a very fine position with respect to their ranking. I don't think now you can show your domicile as Maharashtra as your schooling is of delhi.

To aaply for admission through state qouta you need to have that state.This wont make a difference that you mother is from harayana and studied there.You need to have a permanent residence of a particular state.
