No, it is not entirely free as different colleges have different fees structure . Government medical college fees is comparatively very less than private medical colleges but it is not completely free . It varies from college to college.

        You can appear for NEET after clearing your chemistry board exams next year. But you need a minimum percentage of 50% in your PCB aggregate in general category and 40% for OBC, SC, ST categories to be eligible to appear for NEET in 2020. All the best!!
