if your name is not there in the merit list then sorry but you cannot participate in the counselling in any of the rounds.
You have too write NEET (National Entrance Cum Eligibility Test) exam and score good marks to get into government colleges anywhere in India. To get into private colleges you just need to be qualified in the NEET but the donation and fees are very high.
