Very few IITs run M.Tech. program in Metallurgy Engineering that makes competition very tough for aspirant. So for admission in M.tech. in IITs need high rank. Unfortunately it is very difficult to get IITs at AIR 359.

You can do MS from US, but it depends on the many factors i.e, city, university, universities exchange programs, internships, conferences on particular department. All and all go for States, more scope literally.
And coming to another question cutoff, the GATE cutoff for material science engineering in IISC bangalore for Gen. for the year 2017 was (917-914) and for OBC it was (846-839)
