If you are from CBSE then you have to score min 75% in 12th because top 20 percentile is more than 75% in CBSE
if you are talking about jharkhand or bihar then their state board top 20percentile lies nearly 65% so if a student got 65%+ then

Sorry to inform you but you need to get at least 75% or be in top 20 percentile of your board to get nits or iits or iiits. Apart from it you can give JEE main exam, there is no restrictions on percentage for writing JEE exam.

For appearing in IAS exam college does not matter the only thing matter is your stream
Most probably CSE students does not allowed to appear in IAS exam but ME/EE/CE students have permission to seat in IAS exam .

to get admission and fix your seat you have to pay the fees to alot your seat. and if you will not pay the fees then you will not get the seat . and to get seat then you have to gof or next counseling session. all the best have
