The cutoff for NDA exam where is every year and it is released by UPSC once the result of NDA is announced therefore if you had for NDA then you need to check the website of UPSC for the official cutoff.the cutoff is not same for all the years therefore

there is no percentage requirement in eligibilty criteriae of nda exam.the candidate should have passed in their +2 board exam from any recognized university/institution.i've shared a link already right?
