The application form of NITIE through GATE 2019 will commence tentatively from second week of February. The details or notification related to examination is not yet available. In order to apply for P.G. courses in NITIE, you need a valid GATE score.
The validity of your GATE score is for 3 years and within that period of time, you can apply for NITIE.
So yes you can apply with a previous year GATE score they do not require fresh GATE score.
