As per the announcement made by the Education Ministry that 75 percentage criteria for appearing for JEE Mains has been waived off for the academic year 2021 and 2022. Candidates will be eligible to appear JEE Mains exam though they don't get minimum 75 percentage but you won't be eligible for admission into NITs, IIITs.
For admission into IIITs, NITs, SPAs & other CFTIs, candidates must have minimum 75 percentage or should be in Top 20 Percentile (65 percentage for SC and ST Category candidates) in their 10+2 or equivalent exam from a recognised Board.

See there is no any minimum percentile required to be eligible for admission into NIT Delhi or any of the NITs for any category because the seat allotment process is based on the rank of candidate but as we go through the latest cut-off of 2021 then it shows that the closing CRL rank was 25659 for Electrical and Electronics Engineering branch in NIT Delhi under Home state quota for General category.

Considering that you are not of home state for any of the colleges you have mentioned so for getting into mnit japur cse you need approximately 3700 rank which means about 99.8 percentile and for getting into nit delhi you need about 7700 rank that is about 99.4 percentile but you should note that these approximations are made as per this years cutoffs and in future the trends may change so prepare accordingly.

And to answer your question, yes, all graduate schools and universities in India accept NIOS dual enrollment or half admission students, including IITs, NITs, DU, JU, and IIITs.

In CSAB 2020 Round 1 counselling the cut off was 51452 for SC category to get admission to Computer Science Engineering in National Institute of Technology Delhi. The cut off mentioned is the CRL rank secured by the candidate in JEE Main. This year the cut off may vary in between 50000-60000. Considering the previous year cut off you do not have chances to get seat in NIT Delhi in CSE.
