The fee structure of the NITs is set by the MHRD in consultation with the NIT Council. But tuition fees is same for all nits which is Rs. 62, 500 per annum. But other fees such as Institute fees, lab, laboratory fees may vary.

Mechanical Engineering from NIT Durgapur is a good option to go for. The infrastructure and facilities like labs and machines for the students is pretty good. Placements are also good. Faculty is satisfactory. Usually, students are happy with the course and college. Considering better branches, your interest matters

I think you may have some chances to get this Institute and because last year this Institute provides even less rank to civil but my suggestion does not need to take the risk to apply for and also seek some other Institute as you backup because the chance of this

This depends on your interest in the course first of all as both are among the reputed colleges. Though NIT is a tag in itself, Jadavpur University is actually better even in rankings and placements. Moreover IT stream has more scope than Mechanical anyway since you have opportunities
