Both colleges are good for doing M.tech, here we discuss about both colleges so you can easily choose the right one.
The COEP (college of engineering pune) is one of the India's oldest engineering college established in year of 1854 by British government, in the early 1950s it is known as "Poona model" . So if you want to go for Old as well as good engineering college then COEP is one of the best college in India.
While NIT goa is not as old as COEP and established in the year of 2010 but it is also an government aided autonoums college functioning under MHRD. For M.tech program it offers only 20 seats in each department and students admits through valid gate score.
In conclusion, The NIT Goa is better than COEP for M.tech .

ELIGIBILITY CRITERIA
For admissions to NIT Goa’s BTech programmes, aspirants should ensure that they meet the eligibility requirements of JEE main. This includes criteria like the aspirant’s DOB, year of appearance in Qualifying Examination(QE) and number of subjects in QE, number of attempts, etc.

Eligible candidates need to qualify JEE(Joint Entrance Examination) Main. Clearing this exam is a must for securing admissions to the institute’s BTech programmes.
Once students clear this exam, they can then apply and attend JoSAA’s (Joint Seat Allocation Authority) seat allotment process

If your rank is around 35,000 then, you can get computer science branch. And if you got rank above 50,000 and around 60,000 then you can only get civil engineering branch in NIT Goa
Otherwise, if you have a rank around 20,000 then you may get any branch of your choice, depending upon the seats during counselling.

The best NIT for anyone is the NIT Trichy,which is ranked top according to the MHRD rank.The computer science branch at NIT Trichy us said to have the highest average package when considered amoung all the other NITs.Hence if your tank is good enough to choose NIT Trichy CSE, Don't leave the chance.You can get a very good placement if you will be able to get into NIT Trichy.Hope this answer helps.Thank You.

With this much rank in jee mains examination the chances of yours getting the seat in EEE branch at any NIT is very low. Sorry with this rank you will not able to get into any of the NIT or IIIT.So you should probably try one of these alternative:
1.Work hard and try and get into one of the private colleges like Manipal University,VIT,BITS PILANI,SRM.
2.Score great in CET and get into a good local college.
3.Take a drop and prepare hard and score good next time.

See ur marks Is not that much enough for u to bag a a seat in the good colleges like NITs IIITs or GFTIs for pursuing ur higher studies in the field of ur interest under barch courses. U should be going for private Institution for he barch career. I m providing u a link for ur help.
