Since you haven't mentioned your category. So providing you with results from all categories.
For NIT Goa, Goa State:
1) General:- Civil in round 6 or 7
2) OBC:- any branch except CSE
3) SC:- Any branch
4) ST:- Any branch

Sorry but you can't get any NIT because you don't clear the eligiblity criteria of getting atleast 75% in class 12 th board you can ask for reevaluation for  your board marks if it's slightly less than 75 %. I hope this will help you If not you can comment below

Yes Only if You are Lucky enough!!

Because if we see 2018 Cutoff of JEE mains for state quota candidates then the cutoff of civil engineering is 446965.

And Mechanical Engineering is somewhat around 3 Lakhs.

So, Chances are there but luck would play a great role here.

I would like to tell you that according to the eligibility criteria you will have to score 75% in HSC so that's a must.

The admission authority will release the cutoff for top B.Tech branches of NITs for the admission of candidates in different NITs through JEE Main. 

Factors determining the NITs cutoff for top B.Tech branches

• Total number of applications received for the admission in the institute
• Total number of candidates appearing for the JEE Main exam
• Number of B.Tech seats available
• The difficulty level of the JEE Main 2019 exam
• Previous years’ cutoff trends
