With this much rank in jee mains examination the chances of yours getting the seat in EEE branch at any NIT is very low. In my opinion you should apply for branches like civil or chemical engineering. For getting more details about the colleges that you can get

1.Work hard and try and get into one of the private colleges like Manipal University,VIT,BITS PILANI,SRM.

For NIT Goa, Goa State:
1) General:- Civil in round 6 or 7
2) OBC:- any branch except CSE
3) SC:- Any branch
4) ST:- Any branch

Sorry but you can't get any NIT because you don't clear the eligiblity criteria of getting atleast 75% in class 12 th board you can ask for reevaluation for  your board marks if it's slightly less than 75 %. I hope this will help you If not you
