Both are NIT only it's up to you in which state you want to go.
If you are ok with the Goa state and satisfised then go with Goa or elsa with Andhar Pradesh.
But both are as equal as the head are handling there branches.

NIT would be the preferable choice considering the brand image, however, Dayanand Sagar is also a good choice as the college is an established one hence it ultimately depends on your interest.

As per your question you have 60.2 percentage in Boards but NIT guidelines says that student with minimum 75% or top 20% ile of any board is eligible for IIT and NITs. So talking about these two, you can not get a seat in IITs and NITs.
Talking about other colleges, government college of your state ( technical institute) will definitely be accepting admission in the basis of Jee marks, so you can try there. Hope you have gotten the answer and best of luck.
The closing rank for 2017 NIT Goa for students belonging to Goa State OBC category in round 7 was 24238 but for outside state OBC was 4593. Since this year the cutoffs have be lower than last year there may be a variation in the closing ranks, but if you belong to Goa state you do have a chance.

I didn't get your question correctly. If you want to know about B.Tech Computer Science, I would suggest you do these courses from top government institutes. Top institutes like IITs,NITs and IIITs provide these courses. You will have qualify JEE Mains for NITs and IIITs and JEE Advanced for IIT. Also some top private institutes provide these courses.

Admission to NIT Goa is through JEE Mains. If you clear the cut off rank for NIT Goa, you will get a seat there. The cut off rank differs from category to category.
