Mechanical Engineering is the best branch at NIT Rourkela in terms of placements, and Faculty. Computer Science and Engineering can be the second branch in terms of placements though the teaching standards is not so good. But the research facilities are very good.
also ,,,In my point of view civil engineering at NIT rourkela is a better choice . Placements: There is average placement in civil engineering department.

The placement cell of the National Institute of Technology (NIT), Goa, is active. The institute is now doing its placement drive for 2022, and its highest CTC to far is INR 44 LPA. Every pupil was assigned. The placement drive attracted 179 students from over 128 firms.
Released is the 2021 placement report's final analysis. A B.Tech student accepted Goldman Sachs' offer for the highest CTC, which was INR 20 LPA. The highest CTC for M.Tech was INR 14.3 LPA.
During the placement drive, employers including Goldman Sachs, Samsung, TCS, Infosys, Mphasis, and others offered employment offers to the students.

Congratulations on securing 98.4 percentile in jee mains . As you belong to ST category i would recommend to take up computer science in a more better NIT like Rourkela , Calicut, Trichy, warangal, Jamshedpur, durgapur, Silchar, allahabad.
You all india rank would be around 15-20k. In ST category you can easily achieve computer science in any one of the above mentioned colleges. The cut offs may vary a bit due to the choices filled by the candidates, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
