If you will have rank more than or equivalent to Jee main cut off for NIT Harimpur , you will have chances of admission.
Cutoff changes every year and depends upon factors like availibility of seats, previous year's cut off etc.
2020 cut off NIT Harimpur ,(home state) chemical engineering for general category male was rank 82168, female it was 131912
For computer science engineering, for male -20494, female candidate - 37858

See there is no any minimum percentile required to be eligible for admission in NITs for any category because the seat allotment process is based on the rank of candidate but if you are General candidate and wants to get into any NIT then you should at least try for 96-98 percentile in JEE-Main 2021 .
