I think the chances are very low to be honest.

As of 2019, the closing rank for CSE was 3309 for other state.

For 2018,2017 and 2016 it was around 8476, 8811 and 7126.

Cuttoff is 28000 so that would be easy to secure a seat for CSE.

It is difficult to tell you exact about the seat you can get or not. As the cutoff for b.arch admission varies to some extent every year depending on factor like category, qouta through which you applied, number of student applied etc.

However you can have an idea about the admission chances looking at previous years cutoff.

In 2019 the cutoff for b.arch admission in nit hamirpur was as -

With your OBC Category rank 14719 it is impossible to get any branch in NIT HAMIRPUR and so it is in case with all other NITS in India as closing rank for obc category for all NITS irrespective of brances is approximately 13,000 to 14,000. Except having the quota of UP home state there is no chance of you to get into NIT ALLAHABAD.
