Sadly speaking but it cannot be possible to get a seat in particular nit hamirpur or nit jalandar in your rank. But there might be a very slight chances to get admission in there for that you must be a resident from that particular state in which these colleges are.

If you come under creamy layer then you will not get OBC-NCL reservation but you are considered as general category candidate. In 2019 round 7 the cut off for NIT, Hamirpur for Civil Engg for other state candidate was as follows
Considering this you may get seat irrespective of your category. Cut will change this year depending on number of candidates appeared, difficulty of exam and number of seats available etc.

Congratulations on the result.Since NITs are preffered to IIITs i suggest you to go for NIT jalandar as it is better than NIT hamirpur according to the rankings.If you prefer branch over college,ECE has wide opportunities as the student can go either towards core side or software side
