It is difficult to tell you exact about the seat you can get or not. As the cutoff for b.arch admission varies to some extent every year depending on factor like category, qouta through which you applied, number of student applied etc.
However you can have an idea about the admission chances looking at previous years cutoff.
In 2019 the cutoff for b.arch admission in nit hamirpur was as -
All india qouta -
General category closing rank -3599
State qouta -
General category closing rank - 9328

As you have not mentioned your category considering yoy as a general category student your chances of admission are less through all india qouta however if it is your home state than you have chances of admission.
