Yes, definitely. It does not matter from where you are or from where you have completed your class X examination. If you have completed your class XIIth examination from a particular state, you will be eligible for the home state quota of that particular state.
So in this situation let's say you are from Punjab, but have given your class XII examination from Una, Himachal Pradesh, then you will get the benefit of home state quota in NIT Hamirpur and not NIT Jalandhar.
