Moreover every college has some sort of speciality for a particular branch.
e.g. Nit Hamirpur is well known for CS IT & Civil.
Please do not go behind higher cut off of nit Jaipur as it is always on higher side due to large no. of students studying in kota which raises their home state cut off eventually raising overall cut off.
Rest depends upon you and your branch.

Hope you are doing great as per the question asked by you ,NIT Silchar is ranked at 51st within the Engineering category while NIT Hamirpur is ranked 60th . The JEE Mains closing rank for NIT Silchar is generally lower than Hamirpur, hence it is tougher to get into Silchar. So you can choose accordingly.

As per your query , I would glad to inform you that it is very difficult to predicts on the basis of marks because accuracy percentage will be very less and for particular category it is quite difficult . Cut off varies on number of applications and difficulty which varies a lot during the year

Both are the best in their respective field but if you want to choose one of them then I will suggest you to go with the gla cse as all we know that cse has a much better scope that civil and also the condition of civil engineer is not correct now in our country ,they struggle more ,so now choice is yours!

The seat allotment of NITs depends on various factors like Gender, Home state quota, Category of student and Community of student. Based on these factors the seat is allocated by JOSAA. Following is the prev year opening and closing rank of NIT Hamirpur in 2020 for Home state students:
With 98 percentile, your CRL rank would be around 18000. With that rank you could get any Branches in NIT Hamirpur including CSE-ECE.
