All the colleges are great in their own unique way but considering the same branch the pick of them is nit kurukshetra as it is closer to delhi which in itself an advantage also it has better nirf ranking after this you can go with manit bhopal then nit jalandhar then durgapur then svnit and then hamirpur in no way I am contradicting that any college is better than the other as all are good in their own way and also since you are talking about ece which is a good branch so it hardly makes any difference but at the end the pick amongst all is nit kurukshetra.
Only if you are too much oriented towards cse then only i would advise you to go with gla university but other than that on all fronts you will be at a great advantage if you go with nit hamirpur it will give you the brand name of an nit moreover it is a government institute also if you work hard in first year you will have option of branch change so all odds are in favour of nit hamirpur civil but if you are too much interested in cse then go with gla. Choose wisely.

I hope you are doing well and good. It depends upon no. of factors such as faculty, placements,diversity,research opportunities etc.
Moreover every college has some sort of speciality for a particular branch.
e.g. Nit Hamirpur is well known for CS IT & Civil.
Please do not go behind higher cut off of nit Jaipur as it is always on higher side due to large no. of students studying in kota which raises their home state cut off eventually raising overall cut off.
Rest depends upon you and your branch.

Hope you are doing great as per the question asked by you ,NIT Silchar is ranked at 51st within the Engineering category while NIT Hamirpur is ranked 60th . The JEE Mains closing rank for NIT Silchar is generally lower than Hamirpur, hence it is tougher to get into Silchar. So you can choose accordingly.
