Yes, you can go to your nearest nit i. e. mnit jaipur for reporting within the given time with all the required original documents and affidavit, if you are a dropper.
But after the completion of counselling rounds, you will have to report at the college that you have got in the Jossa counselling within the given time otherwise your seat will be cancelled.

I hope you have been allotted a seat at the National Institute of Technology Jamshedpur through counseling, the thing you can do is accept the seat allotted to you just to have a seat confirmed in your name. Once you accept this seat you can apply for upgradation of seat wherein you can change your current seat in the consecutive round of counseling if you are allotted a new seat in some different college.
Also since you have secured a rank good enough to be in NIT Jamshedpur, you can try considering admission in some other private engineering college which offers a better education, etc than that of NIT Jamshedpur.

With this rank and category yes you may get NIT Jamshedpur. However the branch may or may not be of your choice as CSE and ECD have higher cutoff based on previous year's record

Fees structure in nit jamshedpur for oc and obc students is same. The variation will be there by submitting income certificate.
Here for odd(1/3/5/7) semester the total fees is 1,00,000./-
For even semester (2/4/6/8) the total fees would be 88,000.
For students whose family income is less than 1 lakh they will get full fee wavier.
For students whose family income less than 5 lakhs and more than 1 lakh will get remission of 2/3rd of their fees.
Hostel mess advanced fees for everyone would be 10500.
See nandlal, here for every nit the fee remission based on income certificate would be same but the total may differ. For suppose take my college (nit durgapur), there it will be same for both semesters (70000).
See which colleges you are getting and what course you want.
You gave so many options but none arranged. So i will arrange the subject according to their preferences and also te colleges. so you better see which college and course you are getting with your rank in jee mains by visiting josaa website.

See Sai , it totally depends on what you like , IT or ECE . As both are not too similar , so what you like you go with it.
Talking about college , obviously NIT JAMSHEDPUR will be better than IIIT Gwalior in every aspect, this is what i think.
And i would suggest you to go for ECE in NIT JAMSHEDPUR. Remember it is just a suggestion , DO what you like.

You should have to bring your rank in jee mains under 10k to get admission in top branches of these colleges .

As i see you have 19395 rank in jee mains , which is a average rank. And you belong to EWS category which comes under general category , so you have a good chance of getting BIT MESRA in any branch except CSE. you will get all the branches, MECH, EEE , CIVIL , ECE.
IT would be a bit hard. if rank inreases this year by 1000 or so. you will get IT also.
Talking about NIT JAMSHEDPUR , there also you will get but except cse , ece. You will get eee , mech , civil , meta , production.
It totally depends on you where you want to go.
