To be honest Mtech structures in NIT JAMSHEDPUR is far much more than worse.
The highest placement packages for MTECH last year was 7.5 lacs/annum.
If we talk about academics it's very very poor for mtech students.
Mtech students are made to take classes for their phd professors for which they get some money around Rs 500-1000 /class. They are made to work as lab assistant without getting any extra wages for that.
Overall NOT a good choice to do MTECH.
The rest is on you.

If you are the resident of JHARKHAND and if you are eligible to avail home state quota then you can definitely get PIE AND MME in NIT JAMSHEDPUR at this rank.
But if you are some outside jharkhand and you are ineligible for HOME STATE quota then you can't get MME OR PIE IN NIT JAMSHEDPUR.

BIT MESRA is a very good GFTI whose average package is around 9.11 lacs / annum and it increases for ECE and goes upto 10lacs/ annum. Almost every MNCs visit BIT mesra.
IIIT jabalpur is also good but not upto the mark with BIT MESRA. It's nirf ranking is 75 where BIT MESRA is within 50. The average package offered is 7.81 lacs/annum.
Talking about NIT Jamshedpur it's ECE branch is not so reputed and average package is around 6.5lacs/annum and it's nirf rankings is 130. Which shows it's not par with BIT MESRA AND IIIT JABALPUR.
So I would say BIT MESRA IS THE BEST AMONG THE THREE.
BIT MESRA>IIIT JABALPUR>NIT JAMSHEDPUR.

Yes you can definitely get ECE in NIT jamshedpur under st combined with some state quota.
Last year cut off for NIT JAMSEDHPUR for ST category in home state was

So definitely you can get ECE there.

As per your rank its really hard to get nit jameshpur in 1st round of merit list.
As per the last year cutoff trend mainly for all branches in st category for home state students closes to around 3000. One or two branches have only closing rank near to 4000.
But as the cutoff changes every year you have some hope to get in some specific branch if you go with all the rounds of merit.
