I assume you are talking about admission in NIT Jamshedpur. For admission to B. Tech courses NIT Jamshedpur only uses the JEE Main score. The Joint Seat Allocation Authority (JoSAA) / Central Seat Allocation Board (CSAB) allocates the seats for Under Graduate Programmes through Common Counseling process.

With this marks you can get NIT Jamshedpur but not CSE or Mech or may be ECE. Other than these branc you can get almost all.
For NIT Patna i am not sure about CSE but other than CSE you can almost all the branch in NIT patna.

Yes Rahul there is tution fee waiver for sc and st student. At the time of admission i you need to pay very less amount around 10000 or so. because the josaa counselling fees gets deducted from the fees. After first sem , you just need to pay hostel fee
