I would suggest you to choose the college based on your rank, the college which has lower closing rank are more beneficial to you. College placements of IIID is more than that of NIT patna, but yes the fees is also higher for IIID. IIID is more top rated college by NIRF, and also both are public owned.

NIT Jamshedpur is a good NIT college, but as per the review, ratings, rankings, and placements record, this would be suggested ranking -
1. BIT Mesra
2. NIT Jalandhar
3. NIT Jamshedpur
4. NIT Patna
In NIT Jamshedpur, ECE will be the most preferred branch, followed by EEE and Mechanical Engineering.

If you have these two option then I will suggest you to definitely go for NIT Patna for your bachelors in computer science. Studying from NIT and IIT puts an extra feather in your cap and the placement rate is also great in these colleges with respect to the other colleges of engineering

At the time of admission you can whole sem fees at a time or in two installments if you are getting seats from the counselling you must at least carry 20,000-30,000INR to get a seat. Or if you are taking direct admission just go to the seat it will give you a fee structure if you are applicable . Hello Rahul , Now coming to placements, it seems that Ramaiyah College of Engineering has a slightly better placements than that of NIT PATNA , which seem to lack in infrastructure. The NIRF Ranking of Ramaiah Institute of Tech . Is 59 whereas that of NIT Patna is 92(as of 2020).
So, Ramaiha institute of technology is best.

But yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.

Now as you are asking about change of branch for integrated courses so yes you can change but the condition is that you must fulfil the eligibility criteria for branch change as per the institution because there are different institutions and have different eligibility criterias.
