Well between a NIT and a private engineering college, it is better to join a NIT since it is government college and the fees is also less compared to a private engineering college. Still below I have provided the required details about both the colleges -
NIT Patna :
VNR Vignana Jyothi Institute of Engineering and Technology, Hyderabad :
Now according to me both the colleges are good in terms of infrastructure,faculty,recognition, placements, facilities etc. I would suggest that if you have interest for mechanical engineering, then NIT Patna is there or else for IT go for VNR Vignana Jyothi Institute of Engineering and Technology. Now since VNR Vignana Jyothi Institute of Engineering and Technology is a old college it has more experience than NIT Patna and also it is a private college so lots of facilities are avilable in the campus. Ultimately its totally upto you which college you will go to.

As per the previous year data for cut offs you can easily get NIT Patna Civil Engineering branch being from OBC category. The cut offs for the 2nd round of csab has gone till 54k . So there are good chances .
The cut offs depends on certain factors such as number of candidates appearing in the examination, previous year cutoffs and difficulty level of the paper .

Obviously IIEST Shibpur Electrical Engineering is far better than Mechanical Engineering in NIT Patna. As a student of Electrical Engineering in IIEST Shibpur, I can say that this will be definitely a good choice. Firstly, the college is one among the best (Top 20) in India with a legacy of more than 160 years. And Electrical Engineering at IIEST Shibpur had been started in 1912, definitely has a better faculty and placement record.

Among the two options that you have, I would suggest that you go for IIEST Shibpur since it is actually among the top 20 engineering colleges in the whole country. The faculty , infrastructure, research opportunities and placements are better when compared to NIT Patna. Though choosing an NIT would be a brand value, but Patna NIT is not too great. It is also a decent choice though.
