My sc category rank was 6717 home state Bihar Can I get Nit Patna civil engineering.Closing rank of civil was 5671. 1 seat left.

I regret to inform you that with such a short of few marks you cannot get admission into nit patna civil branch .
As if only one seat is left the cutoff wont go such low to get filled by any student so try for any other branch in nit patna and if you are teally determine to study civil engineering then work hard for first year and then just get good gpa to convert your branch at nit patna.

Since the gap is of more than 1000 rank. You possiblity is very low. There may be someone having better rank than you will apply for it and get it. But the case is purely luck. You need to apply and wait for the result.
