NIT Raipur is better than Goa because of better placements especially in the department you have mentioned - ECE.

The average package offered in Raipur is 7 LPA which is better than Goa  where range is like 4-5 LPA. The placement rate is approximately 78.5%. Many companies like Wipro, Mahindra, Taxes Steel, Vedanta, etc. in Raipur which is higher than that of Goa.

Also Raipur offers better college facilities and infrastructure.

I think unless genuinely interested in Mechanical Engineering, you should opt for Metallurgical or Chemical at NIT Rourkela. NIT Roukela is one of the Best NITs of India, and probably the Best when it comes to core branches. Secondly Metallurgical and Chemical Engineering are two of the most student friendly branches and have a structured curriculum as well as excellent scope if you have interest in Research. As far as placement is concerned, the highest package at NIT Rourkela till date is Rs.39.1 LPA and average package is Rs.5-8 LPA . The highest package at NIT Raipur till date is Rs.54 LPA and average package is Rs.5-9 LPA . Placements are good in these colleges.
sometimes it depends on college too..
As a metallurgical Engineer i personally suggest Metallurgical Engineering .

Firstly, congratulations on the allotment. NIT Raipur is a great college and Raipur is a beautiful city as well. To answer your question, yes you can attend spot round. There's a seperate application for it and you'll have to pay an amount of rupees 35000. So, if you aren't satisfied with your current seat you can apply for spot round.

When we compare NIT Jalandhar and NIT Raipur then if we consider campus infrastructure,Placement,Faculties and preference then NIT Jalandhar is better than NIT Raipur.The infrastructure of NIT Jalandhar is better than NIT Raipur.Moreover the campus placement is good in NIT Jalandhar than NIT Raipur and the faculties are also good in NIT Jalandhar.So considering the above details NIT Jalandhar is better than NIT Raipur.

If you are looking for Placements post Btech, NIT Raipur Mechanical will provide you better opportunities. Companies like Tata Motors, Jindal Stainless, Hero MotoCorp are regular recruiters at NIT Raipur Mechanical and the branch has good employer outlook in Core Sectors.

In Case you are Planning to go for Masters or Research after Btech, IIEST Shibpur will be a better option. It has Excellent Faculty and Research Facilities. Basically you have mentioned four colleges :-

1. Malaviya National Institute Of Technology ,Bhopal
2. Indian Institute of Engineering Science and Technology , Shibpur
3. National Institute of Technology ,Raipur
4. National Institute of Technology, Hamirpur

If I go by NIRF ranking 2020 for architecture then IIEST is best as it secure rank 6th in the country. NIT Hamirpur secure 19th position . MNIT is also good but of Rajasthan not of Bhopal .

Other than these three colleges , rest of all not worth for your money and time.

For B.Arch you need a good exposure so choose wisely an ACTIVE college .
