According to the category rank you have mentioned in the question you have no chances of getting in to either NIT Raipur or NIT Jalandhar as per previous year's cut-off even if you deserves Home state quota for them.. B.tech in Mining engineering NIT Rourkela has greater JEE cut off as compared to that of B.tech Mining in NIT Surathkal. NIT Rourkela has a vast campus which is the 2nd largest campus in India after IIT Kharagpur. Vikram Sarabhai hall of residence in NIT Rourkela is the 2nd largest hostel in Asia .
Also, NIT Surathkal is ranked higher as compared to the above mentioned NITs.
NIT Rourkela for b tech in mining has the highest fees as compare to the other mentioned NITs.
