The college can be compared on the facilities and placements.According to NIRF ranking we consider its facilities and exposure.The NIRF ranking of NIT Rourkela is 16, NIT Warangal 19, NIT Calicut 23,DTU 36.
As you have interest in Computer Science/Coding then in this case college does not matter as in this field only your skills matter.But the better college on NIRF ranking can provide you best/more opportunities to explore.
Now on the basis on placements the average package of NIT Rourkela is 15.18LPA,NIT Warangal 13.3LPA,NIT Calicut 8 LPA,DTU has 16LPA.
Hence on the basis of Placements DTU is best.I still recommend you to go for NIT Rourkela because it provides you more opportunities than DTU.

As per your question, according to your rank in JEE mains and as per your EWS category it would be difficult for you to get in NIT rourkela as your chances is low to get in that as per last year trends.You can get into integrated btech courses in NIT rourkela. But don't worry you may get other NITs as per your this rank like:-

2) NIT Andhra Pradesh - National Institute of Technology:-ECE
3) NIT Uttarakhand - National Institute of Technology:-ECE
4) NIT Andhra Pradesh - National Institute of Technology:-mechanical
5) NIT Mizoram - National Institute of Technology:--CSE

If you are not dead interested in CSE, I believe Metallurgical Engineering at NIT Rourkela would be a good choice. Metallurgical Engineering besides Chemical Engineering are two of the most student friendly branches having a structured curriculum.
Effectively the course is such that you get enough time to learn new skills and masters technologies besides keeping up with the curriculum. Secondly NIT Rourkela being one of the older technical institutes has a rich campus life and culture, infrastructure, faculty, research facilities as well as an excellent outlook. Companies like GE Aviation, Tata Steel, Vedanta, Tata Motors, Jindal Stainless, Reliance, Hindalco are regular recruiters from Dept. Of Metallugical Engineering at NIT Rourkela.
NIT ROUKELA being near mineral rich regions of Odisha and Jharkhand further provide impetus in training and placements.However if you are seriously interested in CSE, you can always prefer IIIT Sricity over NIT Rourkela.

From the point of view of placements, for M.sc in physics from IIT, Kharagpur the students who opted for placement, almost all of them were placed. The highest package was 20 LPA and the lowest was 6 LPA. Out of the total number of students getting placed, almost 50% of the students got placed in core fields, and the rest got placed in non-core fields like data analytics and finance. The total fees for this course is

Integrated degree of M. Sc in Mathematics from NIT, Rourkela will cost a total of Rs. 2.43 lakhs. About 70% of the students get placed from college. It's difficult to estimate the average packages, as many students opt for a PhD after completing the course. But the average salary package offered ranges from 8-9 LPA. Last year, one of the students from the 5th year got the highest salary package of 28 LPA by Goldman Sachs.
