NIT Rourkela is one of the top NIT college. To get admission in this college you should good rank. As you know the cut off will be vary from branch to branch and from category to category.
If you belong to OBC category To get CSE in NIT Rourkela your cut off rank will be 4434 for home state for other sate it will be 1181 for male, and for female 10572 for home state and 2092 for other state as per the 2019 cut off.

Thanks for asking, the minimum pakage for Computer Science engineering students who are studying in National Institute of Technology, Rourkela is 4 lakhs to 5 lakhs and the Average pakage is about 12.5 lakhs.
It depends on how you scored, This data is according to the previous years. It may not accurate.

For getting any of these NITs or IIIT Hyderabad, you need to get the required percentile or rank in the JEE mains examination since all these colleges have that as one of its eligibility criteria.
Apart from that the boards cutoff marks and the JEE mains cutoff should be satisfied to het an entry in these. For that , a special counselling called JOSAA counselling is done.
If you qualify through all these, you can get admission in them from whichever category you may belong.

Your percentile is 65 and you belongs to the S T category. In my point of view your percentile is very low. You are talking about getting into the NITs but according to my opinion you can't even qualify the JEE Mains exam. This is the harsh reality.
