Nowadays competition for NIT and IIT are really tough due to which cutoffs and closing ranks are rising by leaps and bounds. Coming back to your question, As you said you have secured a rank of 4739 in ST female catagory. I must mention that with this rank I don't think you will get Mechanical Engineering in NIT Rourkela. Since its last year's cutoff for ST female category in home state quota was 2711.

Last year the cutoff for Computer Science and Engineering was 3315 for female, SC in state quota. In the year 2018 the cutoff was 224. So it is quite difficult to say whether you will get seat or not. The cutoff may fluctuate but better not to expect.
