But if you are more willing to change your college or branch then you should participate in special round also.

According to an analysis conducted by salary consultants PersonalMarkt, career starters in industry can expect an annual salary of a good 54,000 euros, whereas at research institutes they earn an average of just 42,000 euros a year, and at higher education institutions a mere 39,000 euros.
Both of the NITs are quite good, however, Rourkela has a higher ranking in NIRF 2019 ranking which is 16 and NIT Suratkal has 21. However, the ranking fluctuates with time and depending upon various factors, but under current scenarios, NIT Rourkela is a good option.

The below given placement details are based on the review taken by the passed out EEE branch students from the respective colleges,
NITS
Placements in NITK are very good. They have a separate training and placement cell which is now called CDC (career development centre). More than 300 companies visit the campus every year. The average package offered is around 10 lacs per annum. The placement percentage of our college is up to 90%.
NITR
The number of companies that came out this year was really good, but the core sectors are less in numbers. The IT-related companies are offering good packages, whereas the core one is just giving average packages. The placement was almost 100% as some of them went for further study in good colleges and other started new companies.
Both the colleges are decent and it is completely your decision to choose a college as per your convenience.
Following are the rankings of NIT, Surathkal :- Academics : 7.8
Fees : 7.5
Placements : 8.3
Infrastructure : 7.4
Social Life : 8.7
And these are the rankings for NIT, Rourkela :- Academics : 8.1
Fees : 7.8
Placements : 7.9
Infrastructure : 8.7
Social Life : 8.5
Therefore, according to these rankings, NIT, Rourkela is better.

This can happen if the seats for other branch in NIT rourkela are filled so you can not get any other seat. And as you put the seat to slide option so with this only your branch can get upgraded and not college. Your college will be freezed. And upgradation of branch is very difficult. So yes please go and freeze your seat because after that you won't be able to do so.

NIT Rourkela is ranked better by MHRD because the institute has twenty [1]departments which offer B. Tech, B. Tech-M. Tech Dual, M. Tech, M.Sc, Integrated M.Sc, MBA and PhD degree.
Both NIT Rourkela and NIT Kurukshetra are similar, one cannot draw comparison. However, there are certain security concerns[2] in NIT Rourkela.
