There is very less chance of seat change in last round of counselling and your college preference +branch preference also matter in this.

But if you are more willing to change your college or branch then you should participate in special round also.

Both of the NITs are quite good, however, Rourkela has a higher ranking in NIRF 2019 ranking which is 16 and NIT Suratkal has 21. However, the ranking fluctuates with time and depending upon various factors, but under current scenarios, NIT Rourkela is a good option.
