You have low chances of getting Electrical branch in NIT ROURKELA as the cutoff rank for general category students was 11825 and that for obc category students was 3682 in 2017.

Last year's cutoff rank was 12898(general) and 3849 (obc) for mechanical engineering branch in NIT ROURKELA.So it's too difficult to get that branch.For details:
