JEE Main is being conducted twice by NTA for the first time so it is difficult to predict about the admission possibilities and NTA Scores for both of the attempts will be taken into consideration and the best of the two attempts will be considered for ranking purposes.
However As per the previous year, The Closing rank was around 30322 for CSE branch other state quota as a General Category. You can check the other branches cutoff with the given below link.

Since your mark's is 123, your expected rank would be around 35000 to 6000. According to last year trend its not possible to get any branch in NIT SIKKIM, least you can get is Biotechnology branch which can due to your OBC NCL certificate.

This is in terms of reputation, placements & infrastructure & faculties.

Go for DTU
First of all in some year jobs for EC will increase and also EC's is very good branch.
As you know DTU is better than NITS.
And you will live in delhi if you choose DTU rather than a village like region.

Theu both havr similar results when it comes to placements.
I would suggest you not to go for both the NIT as they are located in isolated places and wouldn't provide your the needed exposure.

Mit muzaffarpur is old one and is best. However you can choose nit Sikkim also.
