As per the data given by you about yourself you need to have rank in the range from of 1500-1800 because last year's cut-off for Home state ST category Males was 1868 and for Female it was 1603. On the basis of rank it is little bit difficult to predict marks because now marks are not declared only percentiles are declared so you should have more than 92 percentile.

I would like to tell you that NIT Silchar is really a good choice. It's NIRF rank is 46, making it one of the best institutes of India. Talking about M.tech course in Communication and Signal Processing, the average package offered is around 5.5 lakhs. The top recruiters are :- ITC, CapGemini, Ericsson India, ABB, IBM, Indian Oil, etc. So you can go for the college

It mainly depends , on which mock test you are giving, if you are giving local mock-test of any local coaching institute with not great variety of question and difficulty level is low , then possibilities are less.
But , if you are giving online mock test of any popular institute of India , as they have high difficulty level of question . Then it marks is OK for you to get into NIT SILCHAR cs branch with home town and SC category . You require atleat 15k-17k Rank for it.
But, if you take my advice , you need to focus for other top NIT's as SILCHAR is not even in top 10 NIT's . You should be targeting other NIT like Hamirpur , Allahabad , jaipur etc. as they will provide great boost to your career ,since they have high placement record .

As you may know NIT Silchar has become an institute for national importance hence the faculty here is good with qualified, knowledgeable and helping teachers. It is a great institute for Water Resource Engineering.

As per your score and previous year cutoff, the colleges you definitely get National Institute of Technology Silchar in Department of Civil Engineering Transportation Engineering and Water Resources Engineering. Last year closing cutoff score was 358 in 4th round of counselling.
