95.68 percentile in the JEE Mains means your score will be around 105 to 110 and we can expect a rank around 43,000+ with that percentile with that rank and OBC category reservation you can't get into NIT SILCHAR as your home state is bihar and you belong to other state category and the other state cutoff ranks for all the branches will be less than 10,000 for OBC category so, it impossible for you to get into NIT silchar.

You need to secure a rank around 3000 or less if you belong to home state inorder to get seat in NIT Sinchar for ECEbranch for SC category or if you belong to other state state you need to score a rank around 2000 for ECE branch for SC category so to say in terms of marks so, as you belong to SC category inorder to get a rank around 2000 you need to secure atleast 110+ marks.

If you have got 100 marks it is expected that your percentile can be near about 95 but it can change after JEE Mains paper 2 but not much change is expected. So, your expected rank can be about 42k in CRL and about 1k-2k in SC cateogry and you to have home state quota.
So, you have good chances to get CSE in NIT Silchar but still I would like to suggest you to focus on JEE Mains next paper to improve your position.

In NIT Silchar there is 100% waiving of tution fee for SC/ST/PH cateogry, so you don't have to pay tution fee as of the current rules.
But everyone must pay Rs. 28,630 per semester as Hostel fee to stay in hostel.
So your total fee for 4 years will be 2.30 lakhs.
This details is of privious year because no new announcement on fee is made by college till now.

You have not mentioned your rank or marks (just percentile) hence it will be really difficult to say anything focussing on your percentile. However I can tell you the cutoff rank for your category in cse Or ECE. The closing rank for 1st round (HS ) SC category was 4220

National Institute of Technology (NIT), Silchar was established in 1967. NIT offers admission to various UG, PG and Ph.D. courses focusing on Engineering, Management and Humanities. Higher Secondary Examination qualified candidates will be eligible for admission in UG courses. A Bachelor's degree holder in relevant courses can apply for admission for PG courses.
