Answer to your question totally depends on your own interests. If you are more interested in research and thinking of doing Phd or MS then I will suggest you to join IISER, but if you are more interested in industry or corporate jobs then NIT Trichy is much better option. So, its upto you to decide between research and high paid jobs. If you are really passionate about the research then you must join IISER and if you are not much clear about what to do in future and research is not one of your interest then joining NIT is the best option..

98.6 is very good percentile to be honest. Yes you can get any top NIT's forsure. As the cutoff's are yet not released so it is very tough to judge the college. But yes you can check your rank.
You can calculate the predicted rank using the below formula but you cannot calculate the score using the percentile.
((100-percentile)*875000)/100
Your rank will be around 13k.
Obviously you can get NIT T ( CS) that too you have a homestate advantage ( Not much) but still your percentile is way too good.

Admission Procedure. Candidates should have secured a minimum of 60% aggregate marks or 6.5 CGPA (on a 10-point scale) in the qualifying degree examination for OC/OBC/OCPWD/OBCPWD candidates [55% aggregate marks or 6.0 CGPA (on a 10-point scale) for SC/ST/SCPWD/STPWD candidates] for admission.
