If you don't have computer Science background how will you be doing M.Tech in it. You first need to be a part of B.Tech of that particular course. There are courses wise exams and if you clear the M.Tech MS entrance examination for CS then you might have a chance
In terms of placements mechanical branches are better than civil( in the essence the no of civil students placed are less compare to other top branches) . But if you are interested in civil branch don't worry about placements you will be placed in good company with good package .MNIT
