First of all congratulation to get NIT Waranga for MCM this is one of the top NIT colleges for MCA.
Chances are there to get NIT Surathkal in 3rd counselling but it is not sure to get as it depend upon number of candidates apply there and seat availability.
If you don't have computer Science background how will you be doing M.Tech in it. You first need to be a part of B.Tech of that particular course. There are courses wise exams and if you clear the M.Tech MS entrance examination for CS then you might have a chance
In terms of placements mechanical branches are better than civil( in the essence the no of civil students placed are less compare to other top branches) . But if you are interested in civil branch don't worry about placements you will be placed in good company with good package .MNIT

Yes your percentile seems quite good but I would like to ask why are you so persistent on getting NIT Warangal as you can get better branches at so many of the other NITs. Anyways that is your personal choice and NIT Warangal is one of the best institutes in
